Simon Elsy Bio

Simon Elsy is an International TVET specialist with extensive experience as a strategic technical and vocational education and training consultant specialising in workforce skills, employment and social sustainability to his project outcomes. He provides advice and support to government, government agencies, the private sector, major projects, contractors, training providers and the not for profit sector. Sectors include metalliferous mining, extractives, civil engineering, construction, construction products, logistics, rail infrastructure, and community health. In May 2019, Simon has been appointed Team leader of the Due Diligence and Technical Evaluation project to address skills imbalances and shortages in Uganda. The project, sponsored by the World Bank, has been officially awarded to Sustainable Skills in July 2017. 

Simon is a qualified lecturer and specialist in technical vocational education (TVET), employability and in building workforce development capability and capacity. He is recognised internationally as an expert in working with major clients to develop best practice strategic approaches and delivery models and in embedding social sustainability outcomes.

Simon provides support and advice to organisations that are requiring to develop and deliver effective workforce skills, employment and wider social outcomes to meet industry demand, align with socio-economic priorities and community benefits requirements. He has worked extensively with government in, major public sector projects in both the UK, Australia, NZ, India and Eastern Europe.

An educational specialist, Simon has worked with industry, training organisations, and sector skills councils leading to the development and delivery of new qualifications, units of competence, skill sets, training programmes, resources and apprenticeship schemes across a range of sectors including civil engineering, construction, mining, quarrying, construction products, and manufacturing.

Simon has published training resources, teacher guides and presented at conferences on skills related solutions. He has a strong record in influencing skills and employment policy to secure related funding and other resources.
